The Pennsylvania rules that apply either way
Waiting period. Pennsylvania does not have a single statute fixing a statewide waiting period before cremation in the same form as California or Florida, but the State Board of Funeral Directors' regulations and most counties require a minimum 24 to 48 hours between death and cremation, plus medical examiner clearance for any non-natural or unattended death (35 P.S. §450.501 et seq.).
Who authorises the disposition. Pennsylvania law gives the right to control disposition of remains to the person named in a written declaration, then the surviving spouse, then adult children (a majority), then parents, then siblings — generally tracking 20 Pa. C.S. §305. Disputes are resolved by the Orphans' Court.
Scattering. Pennsylvania has no statewide statute restricting scattering of cremated remains. Scattering at sea follows the federal EPA Marine Protection Act (3+ nautical miles offshore). Scattering on private property requires the owner's consent; scattering on state parkland generally requires DCNR permission.

Your rights under the FTC Funeral Rule
The FTC Funeral Rule, 16 C.F.R. Part 453, applies in Pennsylvania as it does in every state.
